CAM Board of Education

Monday, October 11, 6:30 p.m.


The CAM Community School District Board of Education held its regular meeting on October 11, 2021 at 6:30 p.m. in the Superintendent’s office at the CAM High School in Anita.  Present were Directors Gary Dinkla, Julie Williamson, Mike Plagman, and Chuck Kinzie (arriving at 6:42 p.m.), Superintendent Paul Croghan, and Secretary Lindsay Jahde, Principals, Dominic Giegerich and Barry Bower. Director Nick Kauffman; Principals Larry Hunt and James Brauer were absent. Visitors in attendance were Katherine Becker and Aubrey Molgaard.     


President Gary Dinkla called the meeting to order, read the mission statement and welcomed visitors. 


AGENDA:  A motion to approve the agenda was received by Julie Williamson, seconded by Mike Plagman and carried on a 3-0 voice vote.


CONSENT AGENDA:  A motion was received from Mike Plagman to approve the consent agenda to include minutes of the September 13, 2021 board meeting, bills (with additions), financial statements, Resignation, Mitchell Williamson, JH Wrestling,  Dee South, MS/S Elem Secretary (as an addition), Open Enrollments and Applications to the Iowa Connections Academy received after the deadline, without good cause, or those denied because of lack of classroom space; as well as those denied due to inability to provide services, fundraisers for MS Student Council to raise funds for quarterly reward days, seconded by Julie Williamson and carried on a 3-0 voice vote. General Fund bills were $54,473.76, Nutrition Fund bills $27,906.89, SILO Fund bills $27,956.47, PPEL Fund bills $13,111.41, Activity Fund bills $15,615.02, Management Fund bills $651.00.    


ADMINISTRATIVE REPORTS: Fast testing for Reading and Math for the K-8 students has been completed.  The data from the testing was reviewed, with interventions being put in place to address areas of need.  Fire prevention week was celebrated with demonstrations from the local fire departments.  The CAM North first grade was selected to adopt the Harbor Seals at Blank Park Zoo as a result of Mrs. Peach applying for the opportunity over the summer. CAM and Nodaway Valley districts hosted a trainer from the National Institute for Excellence in Teaching for a two day workshop for close to 20 educators and administration from both districts.  Homecoming was celebrated the last week in September. CAM will be hosting driver’s education this fall with Deluxe Driving.  Superintendent Paul Croghan presented resignations, advised that three informational meetings will be held October 13th, 20th and 27th at 6:30pm.  The first one will be at the CAM North elementary building, the second one at the Cumberland Community Building and the last one in Massena at the elementary gym.  The Iowa Association of School Board Convention will be held November 17th and 18th.  One snow removal bid was received for the Massena campus parking lots. The District will ask for the SBRC Modified Supplement Amount for the Special Education Deficit in the amount of $179,634.27.  Other action will include the review and approval of Board Policies 500 series (502.5 through 505.7)  The Board will enter closed session to review a student record and for the Board to make a decision from records which are required or authorized by state or federal law to be kept confidential. Administrative staff is working on certified enrollment numbers with the official count day being October 1st.  Numbers will be presented at the November board meeting.


FACILITY UPDATE:  Administrative staff has been speaking at local organizations, presenting information to answer questions to help the community make informed decisions regarding the bond proposal.  Some of the organizations visited include, Anita/Massena Lions Clubs, Congregational Church in Anita, Historical Society, and the Anita Development. 


DISCUSSION OF IOWA ASSOCIATION OF SCHOOL BOARD CONVENTION:  Discussion was held regarding the convention with directors Julie Williamson and Mike Plagman showing interest in attending. 


APPROVAL OF SNOW REMOVAL BIDS:  A motion to approve the bid from Brian Bower for snow removal at the Massena campus for the 2021-2022 school year was received from Mike Plagman, seconded by Chuck Kinzie and carried on a 4-0 voice vote. 



A motion to approve the request to the School Budget Review Committee (SBRC) for Modified Supplemental Amount & Supplemental Aid for the 2020-2021 Special Education Program deficit of $179,634.27 or as determined by the Iowa Department of Education following DE audit review was made by Chuck Kinzie, seconded by Julie Williamson and carried on a 4-0 voice vote.


APPROVAL OF BOARD POLICIES 500 SERIES:  A motion to approve board policies 502.5 – 505.7 as presented was made by Julie Williamson, seconded by Chuck Kinzie and carried on a 4-0 voice vote.


APPROVAL OF THE BOARD TO ENTER CLOSED SESSION UNDER IOWA CODE 21.5(1)(a):  A motion was received from Chuck Kinzie and seconded by Mike Plagman to enter into closed session under Iowa Code 21.5(1)(a) to review or discuss student records which are required or authorized by state and federal law to be kept confidential.  A roll call vote was taken as follows:  Kinzie-Aye, Dinkla- Aye, Williamson-Aye, and Plagman-Aye.  Motion carries. 




ADJOURNMENT:  At 7:41p.m. the board came of out closed session and adjourned on a motion from Mike Plagman, seconded by Julie Williamson.  Motion carried unanimously on a 4-0 voice vote.
