CAM Board of Education
Monday, February 10, 2020 6:30 p.m.
The CAM Community School District Board of Education held its regular meeting on February 10, 2020 at 6:30 p.m. in the Superintendent’s office at the CAM High School in Anita. Present were Directors Gary Dinkla, Chuck Kinzie, Mike Plagman, Nick Kauffman and Julie Williamson. Also present were Superintendent Paul Croghan, Principals Dominic Giegerich, and Barry Bower. Board Secretary Lindsay Jahde and Principals James Brauer and Larry Hunt were absent.
CONSENT AGENDA: President Gary Dinkla read the mission statement, welcomed the visitors and called the meeting to order. Motion to approve the consent agenda consisting of the minutes of the January 13, 2020 regular board meeting, the January 20, 2020 board workshop, bills, applications to the Iowa Connections Academy received after the deadline, without good cause, or those denied because of lack of classroom space; as well as those denied due to inability to provide services, resignation of Sarah Bartlett, para educator at the north elementary, Andi Kinzie, para educator at the north elementary, Heather Scar, middle school reading teacher, effective at the end of the school year, Rachel Hill, third grade teacher at north elementary, effective at the end of the school year, contracts for Tianna Kinzie, para educator at the north elementary and Marcus Daugherty, assistant high school baseball coach, was made by Nick Kauffman, seconded by Julie Williamson and carried on a 5-0 voice vote. General Fund bills were $130,649.04, PPEL Fund bills $9,986.32, Nutrition Fund bills $18,936.57, SILO Fund bills $2,435.91 and Activity Fund bills $7,041.57.

CORRESPONDENCE: None
ADMINISTRATIVE REPORTS: High School Principal, Dominic Giegerich discussed “Offer and Teach” requirements as well as class scheduling.
North Elementary Principal, Barry Bower shared that the elementary students celebrated positive behavior for the month of January. Students selected received a special recognition for demonstrating the “Trustworthiness” character trait. CAM North Elementary 5th and Harmony vocal students along with the CAM South 5th graders sang the National Anthem at the varsity basketball game on January 14th. Winter FAST testing is complete with positive results. Students will be sending Valentine’s Cards to our veterans.
Superintendent Paul Croghan commented on the three community meetings that have been scheduled to inform the public of the facilities study and to gather input. He advised that the CAM Education Association and Board have discussed initial proposals. A contract with ICA has been negotiated and includes a proposed 3.25% oversight fee paid to CAM for the revenue billed for the year and in no event shall the oversight fee be less than $125,000.00 which results in an increase of $25,000.00. He does not anticipate major changes to the school calendar for next year and advised a draft would be ready for the March meeting with a public hearing to be held in April. The budget process has begun for next fiscal year. A draft will be ready for the board in March with the public hearing to be held in April. He advised the board that they may want to consider an early retirement/resignation policy for next year. He asked the board to consider mowing options. He asked the board to consider a membership to the Rural School Advocate of Iowa for the cost of $750.00 per year. The group advocates for rural schools at the legislative level. CAMEA PRESENTATION OF OPENING PROPOSAL FOR NEGOTIATIONS: A motion to accept the initial proposal as written to include that the CAMEA and the CAM Board of Education work collaboratively with one another to discuss future changes that need to take place to attract and retain highly effective educators to maintain and improve the District’s quality education program for all students was introduced by Chuck Kinzie, seconded by Nick Kauffman and carried on a 5-0 voice vote.
ICA CONTRACT: A motion to approve the negotiated ICA Contract to include a five year agreement with an increase in the minimum of $125,000.00 or 3.25% of revenue collected was received by Nick Kauffman, seconded by Julie Williamson and carried on a 5-0 voice vote.
FY20/21 SCHOOL CALENDAR; FY20/21 BUDGET: Discussion was held regarding the FY20/21 school calendar and budget noting a draft of each would be presented at the March meeting.
EARLY RETIREMENT/RESIGNATION POLICY: Discussion was held regarding the consideration of a retirement/resignation policy for FY20/21. It was noted that an early retirement policy would include expense from the Management Fund while a resignation policy would include General Fund expenditures.
BID PROCESS FOR 2020 MOWING SEASON: A motion was received from Chuck Kinzie to hire summer mowing through a bid process and allow multiple year bids up to three years. The motion was seconded by Mike Plagman and carried on a 5-0 voice vote.
DISCUSSION OF THE FACILITY UPGRADE PROCESS: Discussion was held regarding the facility upgrade process and the next steps moving forward.
DISPOSAL OF FOOTBALL UNIFORMS: A motion was received from Mike Plagman, seconded by Nick Kauffman to dispose of old football jerseys on a first come first serve basis as advertised. Proceeds will be used to help with the costs of new uniforms. Motion carried on a 5-0 voice vote.
RURAL SCHOOLS ADVOCATE OF IOWA MEMBERSHIP: A motion to join the RSAI was received by Julie Williamson, seconded by Chuck Kinzie and carried on a 5-0 voice vote.
ADJOURNMENT: The meeting was adjourned at 7:11 p.m. on a motion by Mike Plagman, seconded by Julie Williamson and carried on a 5-0 voice vote.
